This publication is part of the International Max Planck Information System for Comparative Criminal Law, a project at the heart of the Institute's comparative legal research. One of its primary objectives is to develop a universal meta-structure of criminal law that can serve as the basis for the organization of material, enable systematic comparisons, and further the development of an international criminal law doctrine. This meta-structure is also a prerequisite for analyzing the various approaches taken around the world to shared criminal law-related problems, identifying general legal principles, and drafting international model codes. A second goal of the project is to provide access to data from the participating legal systems in the form of country reports organized on the basis of the aforementioned universal meta-structure.Towards these ends, a pilot project was carried out to analyze, structure, and present the general part of the criminal law in twelve legal systems. The results were published in five volumes from 2008 to 2010 (in German). In the meantime, the number of legal systems included in the study has grown considerably - with contributions from researchers at the Max Planck Institute as well as from external research partners. This volume contains fruits of this expansion (Russia, Uganda) as well as translated, revised reports from the pilot project (Austria, France).

Ruben Spartas Mukasa (born 1899) was an early-20th Century religious reformer in Uganda. He had been part of the King''s African Rifles of the British Army, but came to feel that there needed to be an end to colonial rule in Africa and that this must be obtained through a religious rejuvenation with independent Christian Churches. Mukasa formed the African Progessive Association, the Christian Army for the Salvation of Africa and he also formed a branch of the African Orthodox Church in Uganda. The later came about in 1932 when Mukasa war ordained a priest by a bishop under Marcus Garvey. However Mukasa later learned that the African Orthodox Church was not inline with the Ethiopian Orthodox Church and the Coptic Orthodox Church. Mukasa split with the western Church and went to Alexandria where he was ordained by Patriarch Christophoros II. Patriarch Christophoros was the Greek Orthodox Patriarch of Alexandria thus putting Mukasa into the Eastern Orthdox group that is mainly in the area from Greece to Russia, a totally different religious tradition from the Oriental Orthdox Church that the Coptic and Ethiopian Churches are part of.

In 1964, the USSR and Uganda signed a trade agreement and an agreement on economic and technical cooperation, which provided for a loan of 14 million rubles to Uganda. It usually refers to international diplomacy, the conduct of international relations through the intercession of professional diplomats with regard to issues of peace-making, trade, war, economics, culture, environment and human rights.
